Ministry of Education publishes a Public call to Non-governmental organizations

Pursuant to Article 8 of the Regulation on the Ways and Procedure of setting up cooperation between the public administration bodies and non-governmental organizations (“The Official Gazette of Montenegro”, num 7/12)

A Public call

Intended for Non-governmental organizations

For proposing representatives for members of the working group  for developing the Rulebook on the closer conditions, ways and the procedure of obtaining, issuing and renewing the licence of teachers, directors and deputy directors of institutions and the content and form of license.

Pursuant to Article 8 of the Regulation on the ways and procedure of setting up cooperation between public administration bodies and non-governmental organizations, the Ministry of Education calls for non-governmental organizations that have activities and goals set up in the field of the professional development of teachers to propose a candidate for the member of the Working group for developing the Rulebook on the closer conditions, ways and the procedure of obtaining, issuing and renewing the licence of teachers, directors and deputy directors of institutions and the content and form of license.

To be a member of the Working group, a non-governmental organization can propose only one candidate.

A non-governmental organization can propose a candidate for the member of the Working group, if he/she satisfies the following conditions:

- Is registered into the register of non-governmental organizations prior to the publishing of the Public call;

- In the Act on founding, has set activities and goals in the  fields that are related to the Working group’s task;

- In the previous year, has at least one project or activity related to the Working group’s task;

- Has submitted to a tax body a request for the previous fiscal year (the balance of state and  achievement);

- If more than half of members of managing bodies of the non-governmental organization are not members of any political parties’ bodies, a public official, leading persons or public administrators or members of staff.

In order to become a member of the Working group, a candidate of an NGO, must be a person who:

- Is a citizen of Montenegro, having residence in Montenegro;

- Possesses the experience related to the W           ork group’s task;

- Is not member of any political party, a public official, public administrator or employee;

A non-governmental organization is responsible to send, along with the candidate’s proposal, the following documents:

-a copy of the resolution on the registration into the register of non-governmental organizations;

-a copy of the Act on founding and the statute;

-the review of realized projects and activities in the previous year related to the Working group’s task;

-a copy of the receipt on the submitted tax application for the previous year;

-statement of the person authorized for representation and presentation of an NGO, that more than half of the members of the NGO’s managing bodies are not the members of any bodies of political parties, public officials, managing persons or state administrators or employees.

-a photocopy of an identity card or other documents on the basis of which the identity of candidates for members of the Working group is determined;

-the biography of candidates, with the data on the experience related to the WG’s task;

-candidate’s statement that he/she is not the member of any political party, public official, state administrator, or employee;

-candidate’s statement on accepting candidacy for the member of the Working group;

 

More non-governmental organizations can, by way of public application, propose the same candidate. Each organization proposing a candidate must submit requested documentation with this Public call.

 

Proposing the candidate for the member of the working group will be done by submitting proposals and necessary documentation to the Archive of the Ministry of Education, address Vaka Djurovica, Podgorica, with the note:  

“proposing candidates for members of the Working group for developing the Rulebook on the closer conditions, ways and the procedure of obtaining, issuing and renewing the licence of teachers, directors and deputy directors of institutions and the content and form of license, and on the e-mail address: mps@gov.me,

The deadline for proposing candidates for members of the Working group is 8 (eight) days from the day of publishing the Public call.

The proposal of the member of the Working group will be reconsidered only if it is submitted duly and with all necessary documentation.
